3. What are some differences between District 11 and District 12?
In district eleven the death penalty is more serious. Like the kid who took some night vision glasses. Or when a person steals food from the farms. In district twelve when Katniss hunts she gives the peacekeepers meat and it is okay.
They both are poor districts. District eleven must be whipped i public if caught stealing food. District 12 doesn't have to worry because their death penalty is not that serious.
